2nd Edition: Each time another player plays a Neigh card when you try to play a card, that player must give you a card from their hand.

This card has no requirement preventing the playing of this card.
The card must be placed into a stable during the resolution of the card.

When in a stable; This card adds a requirement to; Neigh Cards
The requirement to play a neigh card is to have the ability to;
"Discard one card" during the resolution of the card.
If you cannot met the above requirement you cannot play the neigh card..
